The State Council's Opinions on Doing Well the Work of Employment and Entrepreneurship in the Present and Future Periods puts forward vigorously developing the whole-area tourism and rural tourism.            Reporters learned from the Chinese government website that on April 19, the State Council issued "Opinions on Job Startup Work for the Present and Future Periods". The Opinion points out that employment is the largest livelihood of more than 1.3 billion people and the most basic support for economic development. The Opinion proposes to vigorously develop global tourism and rural tourism, and clarifies the division of responsibilities between the National Development and Reform Commission, the National Tourism Administration and other relevant departments.            In order to promote industrial structure, regional development and employment synergy, the Opinion proposes to optimize the development environment, promote the implementation of government and social capital cooperation, vigorously develop research and design, e-commerce, cultural creativity, global tourism, pension services, health services, human resources services, service outsourcing and other modern services. To improve the diversified industrial system, we should not only focus on the development of capital, technology and knowledge-intensive advanced manufacturing and strategic emerging industries, but also support the development of labor-intensive industries, reduce real economic costs, promote green transformation of traditional industries and create more employment opportunities. Combining with the implementation of regional development strategy, we should guide the orderly transfer of industries in the eastern region to the central, western and northeastern regions, implement and improve the catalogue of foreign-invested superior industries in the central and Western regions, support the utilization of foreign capital in the central and Western regions, and guide workers to obtain employment in key areas, major projects, major projects and important fields.            With regard to improving the equal employment system for urban and rural workers, the Opinions put forward that the land use planning targets of counties and key towns with great potential for development and large population of agricultural transfer should be increased, and the special County economy, charming towns, rural tourism and rural service industries should be vigorously developed so as to create space for rural workers to transfer their employment in the near future.
